The overall purpose of the PBF project is to safeguard health sector performance and contribute to the achievement of a better health status of the Zambian population.

The CHAZ Performance Based Financing (PBF) project is a pilot project running side by side with the national Result Base Financing (RBF) project currently being piloted in Katete District with plans of rolling out to other districts. The purpose for implementation of this pilot by CHAZ and MoH is to make significant contribution to people-level impact that would enable the country meet the MDGs 4, 5, and 6 (improved maternal and child health) focus on accountability for results, intensive use of evidence-based decision-making for service delivery, systematic data (quality and quantity) verification and provision of incentives to health facilities and staff.

The general objective of the project is to safeguard the performance of selected church-based government owned health institutions in Zambia.

Specific objectives
1.To build capacity among selected church health institutions and the CHAZ secretariat for the gradual introduction of performance based financing
2.To document experiences, conduct action research and share lessons learnt on PBF and its various dimensions
3.To promote effective community participation in relation to PBF
4.To actively take part in the international network of exchange (community of practice) on PBF that is unfolding.
Staff attrition (death, transfer, migration)
Poor infrastructure in most of the CHIs
Poor communication/road network
Challenges on health worker/volunteer motivation
Prolonged process for budget approval which has lead to delays in the implementationof some planned activities
High charges by the local purchasing agency (LPA) for PBF implementation.
Late reports and in some instances none submission of reports by some DHOs have continued to negatively affect the Malaria program.
Conflicting events with the program activities plans in the 22 Districts supported by CHAZ
Limited time frame (spending less days) for technical support visit to the sites and tied up budget that does not allow other sites with great needs to come on board.
